Hi Dimitry,
At the moment our development team are working hard to role out the latest items on the roadmap such a much improved Flow XO Editor and some important changes to the Web Messenger. Due to this whilst we will be looking to implement the Telegram 4.0 features in the future I cannot give a time frame on when these will be available.
However, it may be possible to use the Bot > Custom Request to access these new Telegram features before the time that we incorporate these into the Flow XO UI.
