is there any way to delete a message sent by user in a group where the bot is admin

Unfortunately I can’t see any option in the Telegram API to allow a bot to delete a message I’m afraid.

Unfortunately that is available in the standard Telegram API and not thebot API which is what you would need to use in this situation.
