How can I achieve both of these actions for my Messenger bot?
An example:
The “Shortcuts” function on each individual card is not able to do that as I need the option selected to be reflected as a “message” from the user, so that I can use it to determine my bot’s next reply.

When the user clicks a shortcut button, the word/phrase is triggered, just as if they’d typed it in. This would then trigger a new flow. You’d simply add further actions on your new flow.
On the example above you’d have Play triggering a new flow and Discover Deals triggering another flow
