Is there any way to trigger a flow or action by clicking on a card or card set image?
My card shortcuts work but during user testing the users were intuitively clicking the image and expecting a response.
Any suggestions welcome.

Unfortunately not. 
When using cards, you have the option to add
1.Shortcuts - These are keywords that will trigger flows of the same keywords.
2. Link URL - This will allow users to click on an image / card and be redirected to this URL
Of course when using Flow XO (were cross platform) but regardless, there isn’t a way to change these generic templates. For Facebook for instance, their generic template offers a simple structured message that includes a title, subtitle, image, and up to three buttons.
There’s no adaption to the functionality of those templates unfortunately
