Broadcast to some users

We’re creating a bot system where the users can schedule a meeting. We’re using MySQL and linking to Google Agenda.
We’d like to send a message to our users to remembering the time of the meeting in the day before.
Can we use create a flow in FlowXO to send a broadcast to SOME users, depending on some attribute? How?
